Oracle Corp. is forming a unit it's calling a startup within its U.S. operations to work on new technologies that may include virtual reality and artificial intelligence, trying to attract talent and outpace the innovation of rivals.

This new group seems to be within Sales/SC. Not the greatest place for product innovation, but of course prod dev doesn't have much of a track record of productizing innovative ideas in recent years.
There r rumours this will b paid 4by lay-offs in SM's group in Q1
All hiring managers in these fields are probably Indians. They are internally assigned to acquire these technologies to as their own inventions to justify their out of portion ratio. Remember,

If I am still working for Oracle and I have innovated something, I will not give it to the three stooges.
I will take my innovation and go sell it off somewhere else.
Ridiculous, why would anybody on any of those areas ever want to have anything to do with oracle and the three fools running the company into the ground - just asking
