It is a tool for your boss to get rid of you, if you boss hate you, regardless of your performance.
Unfortunately, there is no redress. Your manager can lie and get others to lie to support him so that you will be slaughtered. That is the reality at Intel. Nothing is fair there. And there are cliques there--folks who do little and just gang up to eliminate potential "threats".
Easy, your boss just enters it in the focal tool. It makes no sense really. You could do an open door but you may win and end up with ir and zero raise.
If you don't already know, the Intel Focal system is a real sham.
Why ask why?

You havr been selected to be ejected from the burning mothership. You are fortunate if your sanity is still intact.
Ex-FLM here. Took me a while, but I did manage to get an HR rep to admit after long discussion that it should never be possible to get SSL5 and S rating at the same time. Doesn't make sense, especially if you read the SSL definitions.
Note that SSL relates to retention, i.e. SSL5 is a clear "I don't care if you leave" statement.
If its not to put you as a top pick for the next ACT I'd say under normal circumstances I would give this to someone that performs their role as expected but their current skills are outdated and they haven't put forth the effort to engage in continued education to make themselves relevant in the future and to provide value in the future.
