What is the rule

If your job is moved to another office - what is the rule for it to be severance eligible? The new office has to be at least 50 mikes from the okd office? Or from your home?

If you are Union and in New Jersey, they can move you the distance that you now drive from home to work....plus 35 miles, so if you now drive 15 miles to work, they can reassign you to anywhere within 50 miles from your home. If they close you office/garage and the next closest place that has your title is 100 miles away, you either drive the 100 miles or take some kind of downgrade to a closer office/garage.

Take a look at the severance guidelines. Very clearly it states that if you refuse, you can lose the benefit of a severance package and it is up to your superiors if you are to receive a severance. Unions are different than non-union. Unions can refer to their contracts for answers. However everyone else should look at the guidelines available on eweb.

I have seen where people get packages when they need to relocate - i have seen where they also need to relocate and reapply for their jobs. But what about cases where they are told to work out of another office that is 50 miles of driving from current job location but they dont need to reapply for their job?

It's typically 50 miles from your home. Trust me Verizon makes up "new" rules as they go along.
