Layoffs bad for business? Does that mean that keeping excess staff that you have to keep paying but get no production from is good for business?

Byproduct of bad management? Hard to argue this one. Management makes mistakes.
Layoffs are slowly killing America? How about if we had permanent employment for life? Might be nice for those already employed, but would be a bad deal for those trying to enter the workforce.
