The official location of HQ does not have to be where any work is done. Some "corporate offices" are no more than a post box. Nobody has to move. But an ever increasing percentage will be done in India, by Indians.
The only thing that would get in the way of this is LE's ego in combination with him not wanting to move - after all the HQ has to be where LE is! Maybe SC can convince him to separate the legal domicile from the HQ bldg where LE likes to hand out.
