The offer which goes out to to a candidate is not affected by what the immigration status of the applicant is.

There was a good video linked from Network World ten years ago with a guy whose name was far longer than "John Smith" calling about one of our job ads and when he indicated he was American after they were about to forward him to immigration resources they simply hung up on him. If you don't even get in the door without an H1B talking about what happens to those who make it to the job offer stage is meaningless.

For the broader discussion, can people stop saying it's always "racist" when people point out that companies want to utilize lower cost labor? The executives at all hands said repeatedly that countries like India have dramatically lower labor costs, that they intend to move as much work there as possible because of the cost savings and they have actively encouraged US citizens to move to India to save costs. It's neither a fantasy nor a secret. The same goes for the executive who stated he wanted an average developer age of 25. When you have 50 year old development Directors and Principal Engineers who don't know what requirements are and the leadership doesn't want to up the level of competence you might as well go cheap.

Then why did H1Bs gets the jobs? Stop blaming us, your the one who are not competant[sic].

If you're going to throw shade about technical competency don't prove you can't operate a spell checker. It's an extremely low bar.

The offer which goes out to to a candidate is not affected by what the immigration status of the applicant is. Recruiter asks the hiring manager how much the offer should be within the range that belongs to the grade you are hiring for. It has nothing to do if you are H1B or not.

Because H1B workers are cheaper. It is good for short term, not good for king term, since the company as a whole lost competition edge, that is why Cisco revenue keeps declining, while our competitor is gaining market share rapidly. Cisco needs diversity, hiring people should be bases on merits, not bases who you know. I am sure if we truly stick to hiring bases on merits, we should see more whites, more Chinese or other asians, Hispanic and black, since every group has smart and capable people, not just H1B from a single country. This is not healthy

Also when I talked to Cisco SE from Beijing, they complains that when he visited US headquarter, he is amazed that people do not work full 8 hours in those group full of H1B, how can you compete Hua Wei when people really work hard. That is what the SE from Beijing told me

No, H1B do not work hard if the whole group are from villages including the manager. They cover each other. They come in 10:00, take long lunch, always taking coffee break, by 6:00 pm, the building is empty.

Can we replace a few execs and ELT with H1Bs?

You must know that the H1bs get affected too and it is worse than yours. They are invested in this country which gives them virtually zero days to recover from job loss and they go out of status immediately. They too have bills to pay and family to feed. It has already been established that they aren't' paid less than you, probably the only reason that they get YOUR job is because they are better thank you at your work.

Well, I agree with most of your reply. Yes, they get affected too. Yes, it's harder on them due to their visa/work status.

I disagree about them being paid the same as me and that they're better than I am at my job. I won't speak in absolutes, but the majority of Indians I've worked with--don't know if they are H1B's or not--were all lower level than I was, so they made less than I did. Probably made the same I made back when I was at their level, so it's relative. If they were better at my job than I was, I wouldn't have had to train them to DO my job.

I also agree that there is way too many racist/hateful comments here.
