Why does Oracle switch health coverage to COBRA immediately upon layoff, not after 30 days?

Why does Oracle switch your health coverage to COBRA immediately upon laying you off and pay it for 30 days rather than just continue your current coverage for 30 days, then start COBRA? As a recently laid off employee, I find that I have lost access to my UHC account at this time. Why? Because I haven't received my COBRA paperwork from Oracle yet. (Oracle tells you they will get it to you within 30 days of your layoff). Why would Oracle do it this way rather than just continue the coverage as is for 30 days? What is the advantage for them?

Your package will contain the information you need to apply for COBRA. You should submit this right away because your coverage is technically turned off at midnight on the day you are let go. That means your insurance will be declined if you go to a doctor/hospital before your COBRA paperwork is processed. Supposedly the COBRA coverage is retroactive to midnight on the day you are let go. You can try explaining to the hospital or doctor.

You would think that if they give 30 days of free COBRA that it would be automatic, but you actually have to apply.

How to show proof of insurance to providers between the time the Oracle provided insurance ends and the COBRA insurance proof is received by ex-employee ? (or just tell hospital 'i have applied for COBRA, i will present documentation in 3 weeks or so , don't bill me directly now...).

I have first hand experience with the folks that administer Oracle Cobra as I just left Oracle.

MAKE SURE YOU CALL THEM AFTER YOU SEND IN YOUR PAPER WORK

AND CHECK TO CONFIRM CONTINUE COVERAGE.

Luckily I did, they somehow cashed my check and did nothing (for 2+ weeks since

cashing).. I have to get them to process it over the phone. Sigh.

I'm also not sure they pay for the first 30 days. I got laid off June 1 and relaxed this summer on severance and unused vacation. I filed my COBRA paperwork and wrote a check for coverage starting on June 2nd (or something like that.) I don't believe Oracle covers any of COBRA. If anyone knows differently, please let me know.

They get you off their books ASAP and farm you out to a Cobra service.

It's a lot easier and cheaper for them. Not so much for the people who are laid off. Oracle does not care about the "person that is affected" side, only their "business" side. They will do nothing for you or to help you as you are no longer doing anything for them. You're effectively dead to them.

The COBRA paperwork comes from a third party administrator, Oracle does not administer the COBRA stuff directly. Back in 2015, that was a firm located in Burlingame, CA.
