Oracle wants to cut losses fast. I have seen dev team with down to 1 single developer who was the to-go-to person and cut. A weeks later, bugs starting to come in and looking for someone to support the product and then realized, that one last dev was cut. How dumb. Managers have no saying of who to layoff as far as I know.
This is the main issue, @OomQ6gJ-2flv. Wrong people are deciding who will be laid off, making situations such as you described nearly an everyday occurrence. How they expect to run a company like this in the long run is beyond me.
