Molina FTE in it here. If Molina chooses to outsource everything they do so at their own peril. The few ftes at Molina IT spend their time cleaning up messes caused by low skilled workers in India.
I'm shocked the websites run at all given how bad the quality of outsourced work is.
The question is who will still be there after September 2017 and who will not?!
Nothing. They're still there.
The VP departures may be part of implementing the new CAO structure as well as facilitating new accountabilities as part of the change. Read current business school research and you will see a trend in organizational thinking that identifies flatter structures as helping to break down overgrown power centers acting independently and in their own interest. My comments are not intended to endorse what is going on in Molina but rather to shed some light into BCG may be thinking.
70% of IT outsourced? Where does that number come from? Yes, there is some work being done in India, and yes, IT has contractors. But it is totally incorrect to say 70% is outsourced.
As with other areas of the company, they want new fresh leaders to bring about a culture change. For that the old guard has to go. And that probably includes me.

No information, but here are the facts 70 percent of the IT is outsourced. Remaining FTE's have the skills and the experience to get better opportunities. I don' t know why they will stick around now. Most of the FTE,s identified themselves with the molina mission, but since the recent changes I think the Molina dream/mission is over and IT folks have realized that and have started looking around.
