What if Qcom does not pay the fine? What happens? They can't sell any phones with Qcom chips in Taiwan? Big deal. TMSC still needs Qcom's business anyway. Don't know all the legal/business ramifications of this of Qcom not paying the fine. China is likely going to squeeze Taiwan even further.

My guess is that none of the companies in Taiwan could come with a cross licensing agreement with Qcom, perhaps because they invent nothing. Taiwan's economy is not doing well, and China is always looking for ways to squeeze Taiwan, especially since China is increasing its influence word wide. This is probably an attempt to get more revenue for their government.
EU will slap Qualcomm next. Anyone who believes otherwise is delusional. And of course Qualcomm will deny the findings and file an appeal (which should get them nowhere). The gig is up...
p.s. recent insider sales have been made by the Qualcomm legal heads. If the prospects are so good why would they sell their stock this summer?
