To be honest, I wouldn't be surprised if Bangalore produces higher quality than the US. The San Jose office is in a sad state of affairs, constant re-orgs and quarterly layoffs destroyed morale. There are two types of employees that remain in San Jose; Politicians & Yes-Men.

When I worked at Cisco, everyone dreaded being on a project that had some work done in Bangalore. This was always a disaster one-hundred percent of the time. The US teams would have to rework or reimplement the Bangalore contribution to make the product shippable. The Cisco US brain drain may have changed this a little and Bangalore may have improved some, but I can't believe that Bangalore will ever match the US in quality and productivity. It is still third world compared to first world.
