Why wait for layoffs? I just accepted an offer from Apple and very excited. Goodbye Q. It used to be a great place to work before talented people were driven out or laid off. Now, not so much.

Samsung is a far bigger long term threat to Q than Apple. Although the juvenile quarrel with Apple is causing much more short term damage to Q. Q is basically screwed. Both Samsung and Apple have or will have their own cellular modems.
Good luck to you at Apple. Many excellent former Q engineers and managers went to Apple.
