I am the only engineer working for this manager at W, he is the QC manager and is asking me to lie whenever the team make mistakes, also he is asking the team to do even basics things such send emails, create ETRs, metric presentations etc. I am not sure what he does all day long besides checking FB and scheduling cruises. I hope QCT Dir. of Ops. Takes the time to see what he does and let him go now.

HR will likely give you qualstar if you help cover up unethical behavior by a manager. Image is everything
If your manager is doing something illegal or unethical you are required to report him or her. This is in the code of conduct I believe. If this is true then you become liable as well if you know better and did not report it. California has a very strong whistleblower law so I believe you are protected if you report. Better to report if you are uncertain than to be fired later for doing nothing.

The manager is protected as he can sue QC for discrimination even though he does not do anything, he knows the system and even HR are afraid of him.
Yes report the manager. Then they will fire you for insubordination. That's the way it works.
