First layoff experience workers and then denounce immigration policy as that threatens cheap labor 😄.
Foreign students come to study on their own money. We should not be obligated to keep them here. But giving them opportunities to gain experience is important and is plus for colleges to recruit them (and make profits).

I think there needs to be low against hiring foreign workers if they are also laying off college grads and experience workers. May be they can not hire foreign student grads if there is layoff anywhere in the company in last 3 months or so. Some sort of check and balance is required so system is not abused by companies.
Further, companies should have incentives to retool work force instead if firing them and hire new ones as if people are some sort of inhuman commodities.
I like these ideas. Somehow the workforce in the U.S. needs to be protected.
If they go to public universities such as UC Berkeley then the foreign students fees are still subsidized partially by California tax payers.
