Regarding IOS, if you want to move to a new area to acquire new skills, then this can be useful but with lots of caveats in present times such as your promo will get delayed (4 years I have seen), you will have to put a lot of effort to learn the new skill by yourself since there is no mentoring program at Q. Be cautious since the time IOS was a safe way to expand skill is long gone. You may end up as a low performer or a natural target for upcoming layoffs.

Now if you are experienced engineer and considering a IOS for the same area but different team/BU, absolutely put this effort to get an offer from other employer which will give you sign-on bonus, RSU, relocation, raise and a jump start in a fresh env. IOS is a really bad choice for you here and it is fantastic for HR and the receiving team which will get you for free (no RSU, bonus, raise, and 4-year promo delay).

No, you cannot. This tools is to allow you to ramp up on a new area with a new team.

You might get adjustments if you are moving to a different area/country.

I was laid off in Nov 2015 and searched a lot for SD jobs, found one to my liking at 20% less than what I was making at Qualcomm.

Qualcomm is a great paymaster for San Diego

People says Qualcomm SD underpays because they compare it to what Bay area companies will pay. Qualcomm SD pays well for SD.

Try to Get out of Sorrento Valley and you will find 20% less than what Qualcomm gives, if you are lucky
