Regarding IOS, if you want to move to a new area to acquire new skills, then this used to be useful but with lots of caveats in present times such as your promo will get delayed (4 years I have seen), you will have to put a lot of effort to learn the new skill by yourself since there is no mentoring program at Q. Be cautious since the time IOS was a safe way to expand skill is long gone. You may end up as a low performer or a natural target for upcoming layoffs.

Now if you are experienced engineer and considering a IOS for the same area but different team/BU (to get rid of your management), I would absolutely put this effort to get an offer from other employer which will give you sign-on bonus, RSU, relocation, raise and a jump start in a fresh env. IOS is a really bad choice for you here and it is fantastic for HR and the receiving team which will get you for free (no RSU, bonus, raise, and 4-year promo delay).

IOS should be an opportunity, but it is more often then not an escape. Success on the new team depends on a number of factors:

  1. Does the person already have the skills for the new team? If so, great. No real loss of time for career advancement. If not, back of the line.

  2. Was the person so burnt out in their previous job that they bring that bad attitude with them? If so, they are a short timer one way other another. Managers shouldn't consider these type of people.

  3. Escaping a bad manager.. This is a Qualcomm failure because they create too many poor managers. When people hate their manager, their productivity declines. When they jump to a new team, there is a learning curve and productivity is still low. Or, they just leave the company.

The company claims they want to see more cross team movement, but the policies and actions don't encourage the right moves for the right reasons.

I disagree... I IOS'd 4 years ago and have since been promoted twice in my new group. Promotions after 2yrs is rare, but if you're moving into a group that needs your skillset then it's definitely possible. There's no negotiating when you IOS, Qcom policy is to make it strictly a lateral move to prevent internal poaching. But if you've hit your plateau and have lost enthusiasm with your current group, it can't hurt to IOS to see if you can start fresh.

I know 3 guys who did IOS, one of whom was my manager. All three left Q after one or two years in the new group.

IOS is a failed program, not worth the effort.

I know a guy who negotiated really hard during IOS. HE got absolutely nothing.

ief you should GFY it's QC policy that you must be in your position for one year before you can be promoted. If your circumventing this you must have knee pads it's the only other way.

OP here: I have seen this recent narrative here that IOS is a great tool for you and I suspect folks pushing for this narrative are either deceitful HR or struggling managers dealing with recurrent attritions and having a hard time to attract outside talent.

I really don't care, I already accepted an offer with all aforementioned perks and putting my 2-week notice after the holidays as I got a fruit-ful adventure ahead ;)

Folks, don't fall for this IOS narrative. Ain't great as they picture now.

I do not agree!

Time in level is NOT a consideration when evaluating a person for promotion.

Note that the disadvantages you mentioned will apply when you start working for another company - except for the fact that they will not hire you in the first place if you don't have the required skills.

Yes, you will have to work hard, but it is a free training in a new area to augment your sills and expertise. You will get that only when you are already in the system.

I was able to promote 2 people in my team in the next review cycle after they joined, because their contribution was significant and they did a good job.
