Is qualcomm ethics website useful. I am facing retaliation after taking paternity leave. I work for PTE department. Any sense in reporting the issue on ethics website. Couple of senior directors have made it difficult for me to even do daily work. Best option would be to move.

Do not ever go to HR, you will be targeted for PIP or the next layoff.
The only reason to go to HR is off you already plan to sure, you have everything documented and witnesses, and you want them to retaliate to help your case.

OP, your time at Q is up. Most women i knew who have been taken the maternity leave have either been laid off or forced to leave.
HR is worthless. Report to ethics site anonymously if you can. If not be prepared to be retaliated against even more if HR finds out they work for the dept you work for and do as they're told by dept VP's. QC legal is nothing but scum bag lawyers that will lie and hide documents - look up Broadcom and the Qualcomm Six. The QC employees the judge is talking about are B.S. and his crew of dishonest as it gets lawyers. Hiding thousands of documents and then leaving their hired lawyers out to dry. Truly the reason lawyers have a bad name and HR at QC also deserves their bad reputation of being skanky women because they are.
If he doesn't report it then what recourse will he have when it shows up in his performance review? I think he has to take some action to get it on record. Find someone senior that you trust or find an HR person to talk to off the record

No it is not useful. I know of a couple of people who tried to get coworkers investigated for ethics violations. Nothing happened. Ethics is not an important topic at Q.
MC is the slave master at PTE, is better for you to move somewhere else or quit.
HR is useless don't go there.
