Who is putting out the instant savings signs in the test clubs?

Our Club has assigned one person that puts out the signs daily. They code them under a different area but sign changing is their job everyday.

Receiving Lead responsible for sign changes? That’s the best idea ever.
It could be that like in our club the Receiving Lead is responsible for sign changes....if so then if the lead goes away who will do the changes? I understand it is not a scientist job , anyone can do it. But if most clubs are like ours there is much greater effort to get of of work than to do the work. Our leaders refuse to make the low producing people pick up the pace but instead keep giving those already overburdened even more to do.
They probably have had a special person who just hangs signs for instant savings events and does nothing else even though there wasn't such a position and now they're worried that since they don't have a real job they're going to be cut.
Why would it matter if it was a test club or not? Who normally puts out your signage for Instant Savings?
Our grocery lead is/was coming in this morning to work on them. We aren't a test club though. Market 1.
