As evident from past layoffs the protected, incompetent one's will stay. After all the layoffs are done the company might as well close its doors.
Protected people scattered throughout the company rapidly weighing it down.
I could easily list 10 people that should have been gone rounds 1 and 2 but have managed to stay and some even given a promotion! *sigh

My heart goes out to the hardworkers left. Best of luck wasting countless hours, days and months trying to execute what's best for the company and failing miserably.
