Why does exceeding expectations on all fronts equate to a VCP funding level of 90%, and not 100%?

Sorry in my rage I said VCP and higher instead of VP and higher....so those of you following this and reading I am so sorry for my misspelled word at such a crucial moment.....but I really mean it when I say if you are a VP and higher and skim from the top so you don't have to make any real hard choices and actually manage your budget like you expect your Leaders to do (Directors and Managers) then I sincerely want to say F--- YOU for being so weak and why this company is tanking so horribly.

That the worse part is when VP comes in and tells everyone in his or her org to give 10% of your VCP budget back so they can award it people they see fit.....don't forget that there is a process where HR is suppose to grade everyone equal.....don't forget that most of the time the budget is not enough and these horrible VP and Senior Level A-Holes cheat others so they don't look like a loser.......and keep in mind they usually reward their buddies and friends who kiss a-- and don't really work! If you are a VCP and higher and do this to your people......F--- YOU!

What does it mean 100% or 90% VCP anyway? Is it clear for anybody below director or it is another random number?

Don't forget the 6% tax break that will not benefit the company supposedly. At the least they could have raised the % to 100. Don't forget your director, VP, SVP, and C level can lower your bonus from what your manager recommended to redistribute with his/her/its buddies.
