Except, if one's goal is to count the number of employees State Farm is committed to getting rid of, one really needs to count both involuntary and voluntary. Because the reality is that targets not reached for voluntary will simply be moved to involuntary.

You accept the severance and are required to sign a doucument attesting to the fact that you are leaving on your own. You therefore also cannot apply for illinois un-employment benefits. Any SF employee that goes on un-employment raises future unemployment tax for the company.
