Thread regarding Qualcomm Inc. layoffs

If layoff is true, any reason why there is no public release of layoff announcement ?

I observed that the numbers are of the order ~ 30%, 4000+ etc. etc. Given the large number, why there is not public announcement OR is the number less than 10% ? OR does QC thinks that after NXP merger, 4000+ will be less than 10% OR 30% of quacomm will be less than 10% as a whole after merger and will be done silently ?

Also, if the layoff are happening, when will it start and what is the package and will it include Prod management ?

Or there is no layoff and this is just a rumor to distract the good engineers ?

My understanding is that in California a WARN notice is required if the number laid off exceeds 50. But I think Qualcomm gets around this requirement by offering a severance package with 60 day’s notice, which in effect makes the termination voluntary. Thus they do not have to post the mandated WARN layoff notice. If anyone has a better explanation please chime in. There have been multiple layoffs since 2015 that weren’t included in the CA WARN notices.
