Listen or read the transcript and it sounds like CVE was soft where jobs were not "full jobs". Can happen and employees get used to it, thinking what they've experienced as a job/culture is normal. Usually better once the cuts are done, best done quickly.

Dude is likely a HR or external communications troll trying to put a positive spin on things.
Not sure what team you work in but most folks I work are overworked.
The dude seems to be saying there was not enough work for the number of employees, so the excess employees are being cut. Took a look at the recent earnings call transcript and that was discussed, but in a more general manner. There were also too many managers and that led to bureaucracy and led to a lack of accountability for decision-making. This new CEO is really good for the company. The employees that remain will find their jobs more fulfilling. No doubt it's tough going through the process, but at least the company is doing it once, like ripping off a bandage.
The sense of this makes not much posting.
