You can't really pan the CE folks! I have worked with a number of them and they were smart and proactive engineers. That's is a very demanding job.
I've dealt with a CE engineer once. When debugging the issue, he actually went into the code and found the issue. Some are pretty good.
the reduction is to remove the top heavy structure for sure, but main focus is to cut all less profit more expense departments. NO ONE knows the numbers or details, anyone saying otherwise is BS
One Senior Director in IC design said CEs are not even engineers. Some sort of middle man between QCOM engineers and customers. No more easy money!
