I was laid off in the 2/13/2018 round and my last day was 2/28/2018.
I was an award winning Cloud Seller with almost 20 years and just turned 50. Although multiple IBM Executives; including Exec VP, VP's, WW GM, Managing Director and Client Executives lobbied to either delay my separation or stop it, none were successful.
I received multiple calls from executives saying the same thing, that this is "crazy", "insane", "inexplicable" and that, "the left hand doesn't know what the right is doing".
I too received the now infamous September 2017 letter stating that I was under 75% of my quota and if I did not end the year above 75% that my job would be "at risk". My 3rd line then had an all hands call two days later and stated to disregard the letter as our jobs were not at risk.
My "package" was 2 weeks notice and 30 days pay. As I've learned from my friends in non-IBM HR, this is a, "complete insult" and a similar package would be offered to someone with the less than 5 years... Maybe even just 1 year at a company.
I have to think that with last few rounds of layoffs and the rumored pending ones; that IBM will have to start laying off "up the chain" into management/executives. How many managers can you have with only 2 or 5 direct reports? And how many VPs of Cloud do they really need?
