When Americans are the leaders, they will groom the Visa holders in a way that they are helpful for the society. However, when the Visa holders are on the chair, they play politics and ruin the whole environment. Nortel, Lucent and Motorola are the best examples which prove this fact. Soon Cisco will also go the same way as Microsoft is currently going.

I am part of the resume screening team so have some first hand knowledge. I just don't see any native Americans applying for job here (very very few, if at all). The incoming resumes are mostly of H-1s, green card holders and recently anointed US citizens. It's sad to see that the company no longer attracts people born here.

Take a look at the math in this law suit. There are some numbers here that are so improbable that the only explanation is racial discrimination - discrimination on a massive scale.
Prior to this law suit, there was an investigation into the labor practices of Oracle. Then after this evaluation, the litigation started.
Guess what other company is being actively investigated?
Talented engineers do not want to work for snake oil salesmen. Cisco is known for employing some of the most political snake oil salesmen in the industry.
In software world, the acquired companies now a days die after the acquisition. In olden days, you have switching business which would evolve, but in software this is not true. Here, there is a mere requirement to maintain the software. H1B guys will do it for cheap for this maintaince business. Cisco will close it in another 3-5-10 years.
Talented people generally don’t want to live where Cisco hires.
I would second the previous posters comments. The American talent pool is really not that large. Although I suspect they are living in denial.
Part of it is the talent pool. When filtering candidates for a recent job posting, it’s sad the low number of candidates from the states, and almost none of them are qualified for the role. Not sure if Cisco is not attracting talent like it used to.
It is business these days, which do not have any ethics left. VP get their bonus, by outsourcing and even kickbacks.
We expected this government to do something for Americans, but still no bars on such employments. Even the migrants and their partners both work here and take our right.
