In my team all Citizens. None of the H1bs touched.
3 citizens in my team out 10. 2 citizens laid off, 0 H1B. All qualified to do the same work.
This is done out of compassion. If an H1B gets laid off they have to go back to their home country. Whereas citizens can just find another job ... and there are plenty of jobs right now.
