If I run a business looking for a Cloud supplier, why should I buy services from a company that is laying off large numbers of their Cloud people? I want a supplier that shows a long term commitment to my business, IBM is cutting everywhere so they must not be planning to stay anywhere for long.

IBM is clearly on a death spiral. I sometimes wonder if the financial analysts truly get what's happening. IBM isn't getting invited to customer opportunities like they used to. These opportunities incidentally fall into, as well as outside, their Strategic Imperatives category. If a customer ... the person who cuts a purchase order ... has limited faith in a company's ability to provide long-term support for the product or service being offered; they most likely will not buy from that company. It's all about sales; it always has been and always will be. Value in product or service, perceived value in company, etc. Raise the dividend for now however the runway is definitely getting shorter.

Of course they did. It's not like they have any new ideas for products that might save the company.
