Do we need to wait further 18 months for the next rounds of promotions?

Half right. HR have put salaries into "MRR zones" - based on the market rate for remuneration. Below Zone 1 is underpaid; Zone 1 is low; Zone 2 is about right; Zone 3 is a bit high; and above that is "Above MRR". Zone 1, 3 limits are about +/- 20% and Zone 2 is about +/- 10% from midpoint.
They would like to fix this as some places are out of balance and they are losing people. The rumor is that SJ is low and Bangalore is high. Since this isn't really funded, they have to roll it out across several cycles and basically rob Gupta to pay Paul = expect SJ-based people to get a bump and Bangalore not.
So, if you see any pay rise this year, it'll be based on that.
"Focals" used to happen in late Feb-March & late September-October for market/merit/promo raises, or on-going (expected for average-good performers)/discretionary (top performer) RSUs, in April/November.
I heard from a VP in sales that not only will this focal be funded, but the next one too. Partly because Cisco is doing well, but mostly because employee sentiment is down across the business, and key talent is leaving for VMware, AWS, Google, etc.
I for one don't expect to be around for that one. Too little too late.
Focal planning is once a year
What does focal planning has to do with promotions?
Back in the day, promotions have been every 6 months despite, what you call, annual focal planing. There is no contradiction.
Focal planning is once a year ... promotions ... really? It's 2018 you move out to move up these days.
Always plenty of room for more SVPs to report to SVPs. Have you been kissing the right a$$ lately? Style points will count heavily.
I vaguely remember a promo cycle of every 6 months. These times are gone ...
No, at least another 2 years, till all some more VPs becomes SVPs and start reporting to some more SVPs.
