I know this is an old thread but I know for a fact that SF flew in a consultant from Ohio weekly with expenses paid for Splunk. This was in 2012. I was in the room that they were at the time in Corp South part of Technical Engineering(TE) and the company was paying 300k a week for the Splunk license initially because of all the data being sent. It was mind boggling. But like everyone said above it was a blank check. Does anyone remember all those magnetic wipeoff boards??? I still laugh they were everywhere.
Probably resulted in a nice lessons learned document.

CDE was a monstrous challenge to a data processing operation like ours. It was hard enough moving from Flow-Matic to COBOL. Our 70s model will prove all those crazy companies wrong. Whoops just dropped my punch cards. My supervisor said Apache Hadoop is the way to go which might make sense because we do have a lot of arrow heads in central Illinois.
There should be a book written about this failure and the impact it has had on the company, personnel and the community. The only people who won here are the account managers at the external staffing firms.
