I've had several H-1B engineers under me over the years. I never saw any salary differences between citizens, green-card holders or H-1B hires.
Not sure why we would need per country quotas, but I do believe we should end the visa lottery and limit chain migration to direct descendents (i.e. children) or parents. We should be fast-tracking the H-1B engineers to citizenship. These are educated people who generally speak English very well and pay lots of taxes.
Importing poor people would be okay if we didn't have a welfare state, but it makes no sense to bring people in who we expect to be on government assistance when they naturalize. If we need low-skilled foreign workers, create temporary work visas and enforce the leave date.
Perhaps there simply are not that many applicants from other countries? Ever thought about that?

Do you mean 'citizen' ? Hard to understand what you mean, do you mean that an H1B applicant received the exact same salary, bonus and RSU as a white, US citizen ? If so, so what ? That is to be expected........
