As far as who makes the decision - in some cases I know that names were given to the FLM by higher ups.
From there I think it's somewhat negotiable, the FLMs can push back, etc. The one manager who posted here yesterday about the prep call said the execs were telling the FLMs to "own" it though, so it seems like they were putting it all on them.
Harsh, since a lot of them will likely get cut in the next round in a week and a half.
