its easy to count what you need and what you don't need to complete the VIP and other customer requirements. The issue is timing, cut too quick how can you bid new work and argue you have the capacity. Unfortunate set of circumstances that affect families, professions, and the community, though I personally don't think the community of Waco really cares. To many promises from leaders now long gone to the City and State has made the community numb to what occurs at the facility.
