Large layoffs are usually only necessary when companies are desperate to appease Wall Street. It is also a very public admission of failure. They haven't reached that stage yet, but the process definitely accelerated this week with the JPM downgrade and today's earnings call.
With restructuring charges over the first three quarters of 2019 this seems to be a pretty safe bet.
After today's earnings call, I think the OP might actually be right. Might not be immediately, but there is probably a very big layoff coming sometime in the next year or so.

OP is overreacting. But Oracle is going down the tubes. The incompetence level is at an all-time high in dev and with the attacks on the people who know what they are doing and elevation of the idiots into architect positions, there will be no way out in the end.
Stupid leading the stupid. Being good at manipulating people and sabotaging people will not translate into product creation or even decent maintenance. More good people will leave, some on their own and some because they are under attack.
