Ross LP certainly seems to be more effective than Sears. Ross stores have only one entrance area per store (unless they have some locations in malls; all the ones I've seen are in strip shopping centers), and an LP person in a boldly-labeled jacket hangs around the entrance all day, as a deterrent. The regular associates roaming the store are required to watch for not only people behaving suspiciously, but also any ripped-off merchandise tags, damaged security devices, and 'hidden' merchandise. They keep track of these things they see by placing color-coded stickers on a big store map in the back, to identify the problem areas that need closer watching. Suspicious customers are approached by the regular associates in non-confrontational ways (see https://www.reddit.com/r/lossprevention/comments/798etn/just_got_hired_at_ross_anything_i_should_know/dp005j6/ for details). Like most chains of stores, they don't accuse/apprehend/chase for fear of getting sued, but they seem to do a good job of everything short of that. I'm a contractor who's been in the back rooms of many different stores, and Ross is the only place I've seen do that hot-spots map.

I was describing what I'd seen at Ross because of an earlier reply that said "Even discount stores like Ross's have loss prevention.", in regard to the rumor of Sears making more cuts to AP than they already have. I don't shop at Ross, but they are doing a booming business, and I don't think Sears/Kmart has much room to be calling any other retailer "ghetto AF" these days. ;-)
