You are aware there are more visas than the H-1B type? Company's new direction is L-1 Visa. And why not!
L-1 Visa
No cap like H-1B
No education requirement (H-1B requires Bachelor's)
No labor condition attached (they can be told to scrub toilets or cover for union employees out on strike and it is not against the rules; H-1B is specific about what job is done and cannot cover striking union employees)
Trapped to work with sponsoring employer, if you quit/leave, you go back home. (H-1B can be extended to any US employer, you can hopscotch around the USA)
Why wouldn't the company want to trap some of the VDSI workers and bring them over here to exploit?
