Long story short, I got an external job offer (from a company that is neutral to Intel, not really competing on any level), that would come with a 30% raise. Thing is, I would prefer to stay for various reasons, but higher pay is really tempting. Does Intel do retention offers? And, if so, would it be up to a FLM or higher levels? I got promoted last year, but with a relatively small raise and I'm in a lower part of the range for my grade, so there's a headroom.

If you make a play for a retention offer, be ready to walk
30% raise say it all about how underpaid you are. BK and all the PE and above rose your a$$ and getting rich 😉

30% over your Intel lettuce?!? Grab that sh-- ASAP. After all the sh!t that Intel's pulled over the past three-plus years, you'd be certifiably nuts to not take that.
Exceptions:
-You're thisclose to retirement;
-You're grade 9+;
-You're in a region without a lot of tech positions and want to somehow hedge your Intel experience

No, if you are grade 9+, the ratio is great. If you are lower grade, you are a working bee, the ratio is terrible.
The average FLM does not know the management job. They would not even know or understand the mechanism of making a retention offer. They only do exactly what their mgmt tells them like trained monkeys. Then they get the blame from employees and the AMs and above stay clear.
Join new company... acquire new skills... apply back again with higher package expectation...

Yes, manager can make a retention offer. It might not be 30%, but if you give them a reasonable range, say 10% - 15%, they can take it to HR to justify an out of cycle bump.
I called HR on this 2 years ago and their answer "Intel will not make a competitive offer". I worked in D1D as a PE.
Why would they even if they had the authority? Unless you are a URM you have nothing to offer.
Yes, managers have authority to make a retention offer.
Everyone is replaceable and I have never seen an employee get a bump in pay outside of focal. At best, they might promise you a raise at focal but I doubt it would be 30%. You should move on. It will get worse at Intel before it gets better.
