Trying to find another job inside Cisco. Can HR rep for the hiring team see my salary?

Cisco policy will only offer you the same comp you are getting today. If you have been employed at Cisco for more than 3 years your compensation will be below market rates.

Better try in a different company. Don't waste your time at Cisco. There is no performance measurement in Cisco. Everything is manager driven.

Ask your manager. Or a line manager friend. There’s an xls that will answer all of your salary related questions, globally.

How does one find pay scales for each grade and location?

They can see your entire history - official performance grades as well as recent unofficial (invisible) ones, Salary, bonuses, grades, everything.

You’re naive if you think they can’t! To them it’s nothing personal, you’re one of many hundreds of candidates they deal with. But yes, it may effect your application if relevant.

Yes. they can see your current grade and compensation. Are you on the high end of either of those scales?
