My Kmart store has been doing the 3 week schedule for a couple of years. Any requests for time off is done through the computer at least 3 weeks out. Nothing new to us.
It was changed company wide due to some states mandating that employees be notified of their schedules at least 1 week ahead, which would require you to have your schedule for at least done two weeks out. It was easier to make this a company wide policy because of states that are going to follow. This law was brought up last year and was effective July 2018. Here’s an article from CNN about Oregon:
