We have boxes that sit unopened, or opened after sales expire. Marketing materials are piling up without being put up. Who is in charge of the pre-printed signs now?

TECHNICALLY it's the SSS/SSI responsibility, but that's just ONE PERSON (who already has 50hrs of work). If you work in one of the larger stores it should be store leadership + SSS.
Speaking from someone the SSS used to lean on when times were tuff.

Sss is under store support. Store support team leader responsibility to make sure sss gets the job done.
