Google tracks you. If you spend time looking or searching for tools, they will place an ad for tools on all pages you visit.
Clearly you don’t if you have to ask the question here. If you do understand, is it that you are so insecure that you need to ask a question to already know the answer to just to fill the Silence. That is something a child that doesn’t know any better does.

The pop ups on this page and most pages are called "display ads." Display ads are chosen and placed in advertising spots based on your own Internet search history. If you'really getting ACE Hardware ads popping us then most likely you have recently been "Googleling" ACE Hardware or a product that ACE carries.
