Can someone summarize the current severance policy for exempt?

Mine was in 2013....so maybe it's worse now....maybe better,,,,,but here it is.
I was allowed to keep my title and pay for a month....just don't show up. Found a job in three weeks so I was never technically laid-off. $60,000.00 in severance and they paid the federal taxes.
Kept the health insurance for six months. at the cost I was paying as an employee,
Not to bad...paid for a CA vacation.....relocation....new furniture.
All-and-all.....not bad.....but it was still a painful split. Worked there 9 years and 11 months.....hmmmmmmm.
LOL. No one seems to want to answer this question
