@6pry, I guess the poster said “temporary” meant it in terms of geological time. Those useless heaps of human waste need to be tossed.
Those positions are far from temporary holding places...the people that are in them have been in them for years...and stagnating the upward mobility of every TTL in the Unit...but I do agree with the positions being unnecessary.

fhx is right. But they are on borrowed time. If these surplus management types don’t prove themselves worthy within 1 year, they’ll be laid off.
Those positions are merely temporary pigeon holes for the friends and family bunch who are in between the usual management positions on the org chart.
