Yes, COBRA is available if you leave voluntarily.
One quick question re COBRA. If you quit rather than get laid off, then are you still eligible for COBRA ?
If you're in the USA and your CORBA is being handled by A. G. SIeben & Associates out of Burlingame, CA, I'd definitely advise calling them and talking to a human. Then try to establish an email conversation with the person you've talked to, for future issues and questions. My contact was fairly responsive via email but I found other parts of A. G. Sieben to be slow and they had to retroactively correct some mistakes. CORBA is $$$ so hopefully you just have to use it as a quick bridge to something better.
In your exit paperwork it will provide the company who is doing the COBRA. You can call them and set it up quicker if you need too.

It will depend on where you are and how many are laid off. When they had the big Sun layoff last year, those in SCA were covered by California WARN and got 60 days notice. Those in other locales, which were only covered by the Federal WARN (which as less teeth) and were much smaller in numbers, were gone the day it was announced.
That said, my understanding is that for those in California that the 60 WARN days were considered part of their severance package. So say that under the rules at the time you were entitled to 120 days of severance, you'd only get 60 after the WARN period expired. On the plus side you do get 2 months of health insurance under WARN.
Umm, COBRA != CORBA. In the past, usual layoff procedure is quick notice, be packed out, done, and turn in your badge on the same day. A hard-a-- manager may give you less time.

Another possibility is to call HR, tell them you (or someone in your family) has a procedure scheduled and you need the paperwork quickly, and perhaps they'll send you the pdf of it so you can print it out and get it going.

About two weeks for me. Congrats on escaping! I did too!
30 days minimum. You can apply and be covered from last day of work. If you have a claim you get reimbursed.
