There is usually one firm wide lay-off in 2nd half of the year. Is it going to be the same case for this year?

No mass layoffs for the remainder of 2018. It is true the firm does not want to allocate the required severance dollars since doing so could impact year end financials.
Sorry, we can't lay you off at the moment, we ran out of money .

There are no corporate wide layoffs nor severance dollars left this year. Any lay offs are at LOB level and must be funded by LOB
