If separated/terminated will Verizon pay you for your unused vacation time?

If you are employed with VZ on 12/31 you are eligible for the STI. I confirmed this with HR within the last month. If you quit before 12/31 you are not eligible under the normal rules but all the rumors regarding this buyout indicate the STI will be paid at 100% so even if the official off payroll date is 12/30 (I've seen both 12/30 and 12/31 in the various rumors), you would still qualify
Regarding the higher tax on the lump sum yes they withhold more on a large lump sum but you can get some back when you file your return if they withheld more than you owe. If the lump sum is paid in 2019, you don’t get another job in 2019 and the extra 8 weeks (60 vs 52 you would have earned for those getting cap) doesn’t put you in a higher tax bracket then you should get a refund when you file 2019 taxes.
But that unused, accrued vacation time is paid out on your final paycheck at a higher tax rate than your regular pay.
I was cut last year and all vacation time was paid out. Not sure about STI

Is December 31st even the cutoff date to receive an STI or do you have to wait until your manager meets with you about it?
Floating holidays might get paid depending on the state. But yes, you always get earned vacation paid out.
