"giving you a bonus is optional/at Cisco's discretion"
and fire your butt out on Tasman.
How about approaching your manager or second line manager in the first place because they're the ones who entered the IPF and agreed it.
The capable and ethical indian managers have left cisco over the years. I uaed to report to one gentleman who eventually got laid off. Cared for his team all types of people equally.
Never got promoted beyond g11
All thats left now are the dregs and maybe random a few ethicals fighting rearguard actions against the dark lords

Cisco HR is hopeless group.
This year Cisco had record profit and great CPF. Less than expected bonus to your effort means it is a mediocre manager. Don't waste your career with bad manager.
I'm guessing you're an early in career person asking this hilarious question. (1) HR is not your friend. They are there to protect the company, and manage its "people issues". Don't become a "people issue" that they have to manage. (2) Bonuses are not guaranteed. Ever. Did you earn it? Have you had a meaningful conversation with your leadership (manager / Director / VP) about where YOU stand as an individual contributor? Do you they consider you a high-value/high-potential member of the team? (4) Are you working for a division of the company that is losing money or did not perform well as a whole this past fiscal year? (5) have you been in your roll for a year or more? (6) Did you receive ANYTHING? If so, see point #2. Many people in the company did not / will not receive bonuses this cycle. If your management was able to give you a bonus, congratulations.
Folks, here's how it works. Your manager is typically given some arbitrary amount of bonus $ to distribute, which has been pretty meager (and getting worse) ever since chuck took over... This amount is honestly not enough to even cover annual inflation in the U.S. for 1 person, let alone several in the group. So its up to the manager to either focus that sh--ty amount on 1 key individual, or spread that meager amount across multiple people (making it pretty small and worthless). Trust me, managers are in a bad position with this stuff. We can either alienate the majority of the team to ensure 1 individual gets a meaningful bonus OR we can spread the small amount of dollars we are given across the team, and have everybody complain. You manager can't magically make money appear. Its trickled down from way up top.

My Indian peers, who learned from us, got 8% increment in SJ. After a year the entire American team of 12 was removed, but these Indians (5 in number) remained, as they were on H1B. We were told that our performance is not at par with them. Great joke !
Performance is mere a naming tool in Cisco to not give any hikes . If increment is not in line of expectations then prepare your resume. Things are getting worse in Cisco for employees
Put on your adult pants and really ask your manager how your performance is perceived. Managers are put in a tough position of justifying rewards. It's important to get to the truth before you go to HR. Otherwise you look like a whiney baby.
In Bangalore, if you do buttering of managers or giving him some cut of your bonus, then only expect 100% + bonus. I have seen many dignified engineers leaving the company due to such mal-practises.
Keep updating the resume. Do not waste time. Money is important.
Approach carefully, with a big bottle of lube.
