Not everyone received an offer. If you qualified, you saw your information on a "microsite"--essentially a subsite that's generated just for you on a child page of About You.
As far as I can tell, the VSP is offered mostly to people over 40, over a certain pay point, and there are a LOT of offers in the IT or NS/NSS sphere. Some are being transitioned to become InfoSys employees.
Please note: if you don't put in for it if eligible and do get RIFed before 06/28/2018, you won't get the three weeks for every year package being offered. So if you get laid off...didn't apply for VSP...and take the "one week of pay for every year of service worked" bit, you might not qualify for Unemployment AND may be a lot poorer to boot when they do RIF ya. YMMV, of course.
The max is 60 weeks of pay
