Let’s say enough people take the offer... does the mean the rest will be safe from lay-off for at least another 6 months? And how soon can we expect another round of “involuntary” layoff if not enough people take it?

Never safe. Always layoffs there were some off payroll this month. There could be layoffs before the first or last people leave from the voluntary depending on where you are and how many people take it.
