What is health insurance like on the standard package?

Is it 2 weeks per year up to six months, or is it totally self-funded with COBRA?

Of course basically any management benefit can be terminated or changed at any time, but presumably the OP was asking about the current situation. And the current standard package does include a VZ-paid CORBA period

Unless there are different standard packages, yes it does! I got mine in 2017, 35 weeks of pay, 35 weeks paid of medical/dental/vision (and actually a bit more, as you are covered for the month you are RIFd, so the 35 weeks starts the next month, and if that takes you into a new month, you are covered for all of that month too.)

Um, you are assuming the "standard package" will remain as it is today. There is no guarantee that it will.

2 weeks per year up to 35 weeks. Under this scenario Verizon pays the Cobra for that period.
